School-Based Program
The school-based program is an outpatient therapy program located in the Oil City, Valley Grove and Titusville School Districts. The program provides a safe, structured, nurturing environment where school age youth receive counseling to aid in the improvement of their overall mental health and recovery journey. The funding comes from private insurance, Value Behavioral Health, and both Crawford and Venango Counties. 

 The program serves students from kindergarten to twelfth grade. Male and female students including the LGBTQ+ community are serviced within both districts. Students under 14 years of age receive family therapy with at least one parent/guardian present, while students 14 or older can receive individual therapy.

Susan Whittemore, MS

Susan started her internship for the Transitions program in the spring of 2021 and proceeded to graduate in August 2021 with her Masters Degree in Clinical Mental Health Counseling. She is our new School Based Therapist! Susan enjoys working with school-aged children and adolescents, which makes her very excited for this new position! In her free time, Susan spends time at her own kids’ sporting events. She is also a huge Pittsburgh Penguins fan and can be found watching every game of the year. Susan is an animal lover; she has 4 dogs at home that are her pride and joy!

Referral Sourses


 Referrals are both internally and externally motivated. The student/family can ask for the help or the school can refer a student/family that they feel would benefit from the service.
 Some students receiving counseling services from Regional Counseling Center are also opened with outside agencies such as CYS, Mental Health Case Management, and medication management services.

Who Qualifies

The most common diagnoses include but are not limited to Major Depressive Disorder, Generalized Anxiety Disorder, and Post Traumatic Stress.
Therapy is provided at the Oil City High School, Titusville Highschool, Titusville Middle School, Hydetown Elementary, Main Street Elementary, Pleasantville Elementary, and Early Childhood Learning Center (ECLC). We currently service 18 Oil City High School students, 21 Titusville High School students, 51 Titusville elementary students, and 14 Titusville Middle School students.
