Outpatient
The outpatient therapy program is by far the largest operated by the RCC, with therapists in Oil City, Franklin, three school districts home and community, serving over 2,000 people in 2018.  
Many of the therapists are Licensed professionals who work closely with the agency psychiatrists.  While medications help, it is our belief that in most cases good clinical work with trained therapists is the key to recovery and emotional well-being.    


Between them our Mental Health therapists have expertise in a wide variety of techniques and methods to work with a full spectrum of diagnoses including but not limited to Post Traumatic Stress Disorder (PTSD), Anxiety Disorders, Depressive Disorders, Borderline Personality Disorder and Bi-Polar Disorder.

Shauna Villar, LPC Clinical Director

Shauna has been working with RCC since 2017. Born and raised in Franklin, she attended Gannon University where she obtained her bachelor's degree in psychology and then went on to Slippery Rock University to get her Master's degree in Clinical Mental Health Counseling. She has training certifications in Dialectical Behavioral Therapy, trauma informed care, and eating disorder treatment. Shauna also has experience working with Individuals with Intellectual and Developmental Disabilities and Autism Spectrum Disorder.. In her spare time, she enjoys spending time with her family, reading, and walking her dog. 

Glenda Cyphert, LPC

Glenda S. Cyphert MA NBCC LPC has 40 years of experience providing counseling services to persons of all ages. Glenda is a competent in mental health disorders including depression, anxiety, OCD, grief, PTSD, schizophrenia, intellectual disabilities and other mood disorders. Her areas of specialization are Trauma Focused Cognitive Behavioral Therapy for children age 3-18, Dialectic Behavior Therapy and Geriatric Therapy. Glenda enjoys reading, flower gardening and exercising in her spare time.

Jaime Riddle MS, NBCC, LPC

Outpatient Counselor & IOP Director

Jaime is a Licensed Professional Counselor who works with teens and adults navigating trauma, stress, and the complexities of being human. As both an outpatient therapist and the Director of the Intensive Outpatient Program, she utilizes EMDR informed by Internal Family Systems (IFS), Dialectical Behavior Therapy (DBT), and mindfulness practices to support individuals in building insight, resilience, and emotional regulation.

Known for a style that is both direct and supportive, Jaime believes therapy works best when it's rooted in honesty and genuine human connection. People can expect a space free from performance—just real, grounded work in a setting where it’s okay not to have everything figured out.

Outside the therapy room, Jaime loves to read, garden, drink tea, and dive into Western European history. She finds peace in the company of her animals—cats, dogs, and chickens—and remains ever hopeful that one day, she’ll successfully tame a wild creature. When not working, she enjoys being a bit of a hermit—spending time at home with her family, hiking through quiet trails, and avoiding small talk whenever possible. She’s also entering what appears to be a middle-age birdwatching phase—and she’s (mostly) at peace with that.

Liz Guerin BS, CPRP

“Liz is a therapist at Regional Counseling Center and currently serve as the Program Director for Mobile Psychiatric Rehabilitation. I began my journey in mental health in 2018 within mobile psych rehab, where I discovered a strong passion for helping individuals build independence and confidence. In 2025, I transitioned into outpatient therapy, where I continue to provide person-centered, compassionate care.

I’m currently pursuing my Master’s in Social Work through PennWest, building on my Bachelor’s degree and CPRP (Certified Psychiatric Rehabilitation Practitioner) certification. I’m especially passionate about working with the LGBTQIA+ community. As a lesbian therapist who uses she/her pronouns, I strive to offer a safe, affirming space where all clients feel seen, supported, and empowered.

Outside of work, I enjoy simple moments that bring peace and connection—sitting on the porch, spending time with my daughter, being with friends, and listening to music. These everyday joys help keep me grounded and remind me of the importance of presence and balance in life.”



Nicole Englert MS Clinical Mental Health

Nicole is a dedicated mental health professional who earned her Master’s in Clinical Mental Health Counseling in 2023. Since then, she has been proudly serving at the Regional Counseling Center, bringing compassion and clarity to individuals navigating life’s challenges. Prior to this, Nicole completed three years of clinical training in family-based therapy with the Philadelphia Child and Family Therapy Training Center, earning her certification as a Mental Health Professional.


She also facilitates Guided Acute Care (GAC) group—structured, supportive environments that follow the DBT model to help individuals maintain stabilization and avoid rehospitalization post-discharge.


When not in session, Nicole can be found antiquing or breathing new life into forgotten treasures—because sometimes, with a little care and creativity, old things can find new purpose. Just like people.

Michael Moon MS, NCC, LPC

Michael Moon MS, NCC (Mental Health Therapist)(He, His, Him): Mike joined the team in September 2018. He obtained his Bachelors of Science in Psychology along with a Master’s of Science in Mental Health Counseling. Recently he also obtained his NCC (National Certified Counselor). Mike has worked in an MH/MR group home as a residential assistant. He then moved on to Transitional Supported Housing for clients exiting mental health hospitals. At this time, he also worked as an intervention specialist at a crisis hotline. Once he returned to Venango County, Mike became employed as a TSS for 12 years before accepting a position with the Transitions Program. Then into outpatient. Mike is currently working towards obtaining his LGBTQ Human Services and Mental Health Certification. Mike enjoys working with Autistic population. His therapeutic focus is Eclectic Psychology with a special interest in Cognitive Behavioral Therapy and Person-Centered Therapy.
