Our Center

Since 1962, Regional Counseling Center Inc. has been committed to providing the best mental health care that is possible to adults, young adults, and children. We have a highly qualified staff with the experience that is necessary for personalized counseling,  skill development and psychiatric services.   The RCC has a continuum of services  provided in both office and community settings.  Please use the menu to see an overview of the Programs and services we provide for all ages and stages of life.

Shannon Neal BS CPRP Executive Director 

Shannon Neal, BS, CPRP, Executive Director. I have worked at the Regional Counseling Center since 1998. I have a Bachelor’s Degree in Social Work and I am a Certified Psychiatric Rehabilitation Practitioner. My first job at RCC was in the adult Partial Program doing group, individual and family therapy. I did this for 9 years before changing positions and working in the Mobile Psychiatric Rehabilitation Program, where I am the Program Director. This is a community-based program that assists individuals with learning new skills and building supports so they can be successful in the environments of their choice, living, learning, working, and socialization. I helped develop the Hoarding Recovery and Maintenance Program (HRMP) where I worked as a Hoarding Specialist. In February 2019 I became the Assistant Director of the agency and most recently, January 1, 2023 became the Executive Director. I believe the Regional Counseling Center has been an asset to Venango County and neighboring communities. I have enjoyed my many years here and plan on enjoying many more.

Lindsay Carter Assistant Director LPC

I obtained my Bachelor of Arts degree in Psychology, minoring in child development and family relations, sociology, with a concentration in sexual education and gender studies. I then went on to complete my master’s degree in Clinical Mental Health Counseling in 2020 and obtained my LPC in 2022. I joined the Intensive Transitions Team in May 2009 as the first Transitional Specialist. In September 2018 my position transitioned into mental health clinician as well as program director. We are a team-delivered intervention which is one of the best parts of my job. I really enjoy working with my teammates and finding support and growth within each of them. We are a passionate group of professionals that do intense work with transition-aged youth to help create lasting change in their lives. I have trained under the ESFT model since 2009, and was recently certified in DBT. I also sit on the Venango County Social Determinants of Health board.
