"A PRS agency shall assists an individual to develop, enhance and retain skills and competencies in the living, learning, working and socializing so the individual can live in the environment of choice and participate in the community" 
The program helps build communication skills, listening skills, connecting with people and finding places to go.
Helps to find suitable housing by helping to look for houses/apartments, completing applications, budgeting, preventing eviction, hoarding, buying groceries.
Aid in medical self-care and disease prevention (diabetes management), safe social behaviors and unsafe sexual practices.

Developing skills to mange stress more effectively, coping with problems and decision making, identifying problems and develop solutions, identify problems in thinking, mood, negative symptoms, psychotic symptoms and alcohol and drugs.
 Helping discover what skills are need in order to work by looking in newspaper, filling out applications, showing how to find things online, role-playing job interviews, looking at how to present self to interviewer. 
Locating GED classes or appropriate schools, asking questions, develop study schedule, finding support or tutor.

Liz Guerin BS, CPRP MPR Program Director

“Liz is a therapist at Regional Counseling Center and currently serve as the Program Director for Mobile Psychiatric Rehabilitation. I began my journey in mental health in 2018 within mobile psych rehab, where I discovered a strong passion for helping individuals build independence and confidence. In 2025, I transitioned into outpatient therapy, where I continue to provide person-centered, compassionate care.

I’m currently pursuing my Master’s in Social Work through PennWest, building on my Bachelor’s degree and CPRP (Certified Psychiatric Rehabilitation Practitioner) certification. I’m especially passionate about working with the LGBTQIA+ community. As a lesbian therapist who uses she/her pronouns, I strive to offer a safe, affirming space where all clients feel seen, supported, and empowered.

Outside of work, I enjoy simple moments that bring peace and connection—sitting on the porch, spending time with my daughter, being with friends, and listening to music. These everyday joys help keep me grounded and remind me of the importance of presence and balance in life.”

Marci Harkless, ASB

Marci is a Mobile Psychiatric Rehabilitation Worker with Regional Counseling Center, where she provides individualized support to adults living with mental illness. Beginning her mental health career in 2003, Marci first worked with children and adolescents ages 5–18 in a local group home before transitioning to wrap-around services. Over the years, Marci has also gained experience in crisis intervention, protective services, substance use disorder, mental health, and child welfare.


Through this broad experience, Marci discovered her greatest passion: serving adults with mental illness. She finds fulfillment in teaching and modeling practical skills that foster independence, resilience, and confidence. Currently, Marci is pursuing certification as a Certified Psychiatric Rehabilitation Practitioner (CPRP) to further enhance her ability to support individuals in their recovery journey.

Elizabeth Bayne, BA,MHP

Elizabeth “Liz B.” was hired in July 2025 as a Mobile Psychiatric Rehabilitation Worker with Regional Counseling Center, where her role is assisting individuals in slowing down and preparing for their current and long term needs, wants and goals. She obtained an associates degree at Mercyhurst NorthEast where she then transitioned to Kent State and obtained a Bachelor of Arts with a focus of psychology with a concentration of childhood. She entered into this career field in 2019 where she worked with mothers and infants aiding in developmental and attachment building. She then transitioned into working a brief time on a residential unit and spent the last three years working as a child and family-based therapist program where she obtained an MHP after completing the 3-year ESFT training program from Philadelphia Child and Family Therapy Training Center (PCFTTC) program. Through her professional development-she has learned that holding space through periods of discomfort offers guidance that helps clients reconnect with their inner resources to restore balance and well-being. When she is not at work you’ll often find her outside walking/hiking with her family and Pitbull , gardening in her yard and always looking for rocks. She often spends time with her fiancé and their respective children supporting their involvement and fostering their sense of belonging.

Crietrira: 

  • Must be 18 years old or older
  • Have a history of Mental Illness with a diagnosis of Major Depression, Bipolar Disorder, Schizophrenia, Schizoaffective Disorder, Psychotic Disorder or Borderline Personality Disorder.
  • Have difficulty in at one domain: Living, Learning, Working, or Socializing.
  • Must have Beacon Health (VBH) through ACCESS card.
  • DOES NOT HAVE TO BE OPEN WITH RCC TO PARTICIPATE IN PROGRAM
